Do some research about uxtheme.dll, visual styles and c:\windows\resources and you can install it too.

That looks EXACTLY like my mac desktop, I mean, even macs have there perks, they may run programs terribly, but they display images like a GOD. And your image up there looks JUST like my mac (well, except the start bar at the bottom, the dock is transparent and the icons look like peaces of chewing gum) but, ya!
Well, you do get a lot of desktop images based on the default XP bliss image, blue skies, green hills...

I didn't download the rom though, I dumped it myself.
it looks AWESOME. i'll see what skins my dad has on his work laptop while i am on vacation. Even though i love macs, windows are ok. Vista looks cool all together.
Does No$ gets below 20 fps to you? I have a computer with a pentium 4 and about 1 GB of ram :\
What are you trying to emulate? It depends on the game.
I get fullspeed with a Intel Core 2 Duo and 2gb of ram.

I doubt it, Windows is the primary focus of any emulation development, and DS emulation is still in it's early stages.
